On May 6th, 2020, Governor Newsom issued an executive order waiving penalties on late property tax payments until May 6, 2021. That waiver applies to taxpayer-occupied properties and properties “owned and operated” by certain small businesses if they can demonstrate to the satisfaction of the tax collector that they have experienced economic hardship, or are unable to pay the taxes on time, due to the COVID-19 pandemic. The order also extends deadline for businesses to file their Business Personal Property Tax Statements from May 7, 2020 to May 31, 2020.

Apart from that executive order, existing law gives county tax collectors the authority to waive penalties and interest for late payment of property taxes (1) if the collection office is closed or (2) if the failure to make a payment is due to reasonable cause and circumstances beyond the taxpayer’s control, as specified.
