The California Apartment Association has the State’s most effective network of Government advocacy for rental property owners. No other rental housing organization in California can compete with CAA’s statewide outreach.

Working at every level

CAA is always monitoring local legislation that could impact the rental housing industry at the city and county level. By working with local government agencies and officials, your Local Association works to protect your interests.

CAA has a strong grassroots program that mobilizes members into action when necessary. Our members have a reputation for inundating the Capitol with hundreds, even thousands, of letters.

Whether in city halls—or under the dome of the state Capitol—we tirelessly advocate for ethical members of the rental housing industry in all aspects of California government.

Taking action

CAA’s legal team monitors state and federal court decisions that affect landlord-tenant law, rent control, landlord liability, environmental, and labor law in California.

CAA’s Legal Action Committee proactively advances CAA’s mission and legal objectives by providing legal resources and/or financial support to legal issues, primarily through filing or funding of amicus briefs that will have a statewide impact on members’ business success.

Any member of CAA that has an issue appropriate for consideration by Legal Action Committee can apply for our Legal Fund. Once you join CAA, you can too.

CAA’s team of full-time lobbyists work with Legislators, craft bill language and lead coalitions of like-minded organizations. By sponsoring pro-active legislation that is helpful to the industry, CAA is always working to protect the rental housing industry.


A Policymaker Resource

We are the primary resource for policymakers, who benefit from our insights when framing key decisions.  Our public affairs team includes policy analysts, lobbyists, communications specialists, and lawyers who doggedly defend our members’ interests.

A portion of your dues will be allocated to CAAPAC, CAA’s Political Action Committee or CAA’s Lobbying Fund. Neither portion is deductible for tax purposes. Also, in accordance with the “Revenue Reconciliation Act of 1993,” 19% of the remaining portion of your membership dues are allocable to non-deductible lobbying expenditures for the 2014 calendar year.

CAA’s Government Affairs staff monitors all legislation introduced at the State Capitol that could impact the rental housing industry.

The Legislative Bill Chart details each bill CAA is following and includes the bill’s author, the current location and status of the bill, and CAA’s position on the legislation.
